Steven is TEAM’s Senior Hydrographer, responsible for surface water monitoring projects, design of in-stream flow monitoring devices, datalogging, and hydrologic analysis. Steven joined TEAM in 2009 after retiring as Chief Hydrographer for the Los Angeles Department of Water and Power (LADWP) for the Owens Valley watershed.

Steve has unsurpassed experience with stream monitoring applications, surface water rights, and compliance reporting. He has assisted several clients with compliance with SB88 water diversion reporting requirements, designed and installed flumes and other streamflow monitoring devices, and assisted with processing and quality control of hydrologic data collected by TEAM.

Steven worked at the LADWP for 36 years, starting as a Hydrographer and working his way up to Chief Hydrographer. In that role, Steve was responsible for basin-wide hydrographic monitoring and data collection, supervision of hydrographic employees, and the installation, calibration, and maintenance of established metering and measuring stations. The data collected by the hydrographic department of LADWP is instrumental to surface water spreading for groundwater storage, land and water use decisions, water export and ensuring compliance with mitigation obligations.  

Steve is a long-time resident of Bishop. He volunteers extensively with the Bishop Elks Club and enjoys traveling and spending time with his grandchildren.
