Brownsfield Redevelopment and CEQA Compliance for Wye Road Parcel
When local businessmen partnering with a development company wanted to subdivide a parcel of land in downtown Bishop for commercial use, they turned to TEAM for their local knowledge and professional expertise. With the goal of building office and retail space in a previously undeveloped area impacted by neighboring gas stations, the property owners engaged TEAM to obtain environmental clearance for the subdivision.
To do so, TEAM geologists conducted a Phase II Site Investigation. This included subsurface characterization and soil and groundwater testing, mandated by the Brownsfield Redevelopment Act for development of the parcel. Following these field activities, TEAM prepared a Report of Investigation which included a discussion of findings and recommendations. After Brownsfield Redevelopment approval was granted for the property, TEAM’s biologists and archaeologists worked with Best Development Group, LLC and the City of Bishop to prepare an Initial Study supported by an Archaeological Survey and a Biological Resource Assessment pursuant to the California Environmental Quality Act (CEQA).
This work conducted by TEAM professionals allowed for successful construction of the Grocery Outlet, which opened in 2019, and the Inyo County Consolidated Office Building, which opened in 2021. TEAM’s efficient, streamlined approach provided local expertise to successfully meet CEQA and NEPA regulatory requirements with no delays to the project. Successful development of this property has generated welcome revenue and efficient government services in an underutilized area of Bishop.
